Early Childhood & College, Career, Military Readiness

As a result of House Bill 3 (HB3), passed in 2019, local school boards in Texas are required to adopt Early Childhood and CCMR (College, Career, and Military Readiness) goals. The law mandates these specific, 5-year board goals and accompanying action plans be used to drive systemic student achievement and long-term career success. 

The mandate requires school boards to create plans that focus on three core areas: 

  • Early Childhood Literacy Proficiency - Targets foundational reading skills 
  • Early Childhood Mathematics Proficiency - Targets early math skills 
  • College, Career, and Military Readiness (CCMR) - Ensures students graduate fully prepared for post-secondary education, the workforce, or the armed services. 

To ensure accountability, the law requires school boards to do the following within these plans: 

  • Set specific, quantifiable, annual targets for a five-year period. 
  • Assign a district administrator to coordinate the implementation and monitor progress.
  • Hold a public meeting annually to review and report on the district's progress. 
  • Publish the annual progress report directly to the district and campus websites.
